Special Services Supervisor

Position Location: The Special Services Supervisor will serve North Branch Area Public Schools (Pre-k through 12) and the Chisago County Schools’ Life Work Center (18-22)

Position Purpose:
The Special Services Supervisor position will be responsible for developing, directing, and providing ongoing leadership, coordination, and oversight of special services programming within established policies and directives of the education district and assigned member district(s), as well as any federal or state applicable laws. In consultation with the Director of Special Education and/or Executive Director, the position provides technical assistance on legal and regulatory compliance in areas of special education, Section 504, and Alternative Delivery of Specialized Instructional Services (ADSIS). In addition, the position provides support in the implementation of a Multi-Tiered System of Supports (MTSS) framework.

Essential Duties:

  • Professional Learning
    • Engage in professional learning aligned with SCRED goals and district-specific needs to inform SCRED professional learning opportunities provided to members
    • Develop professional learning plans in collaboration with the SCRED Services Coordination Team to ensure alignment with SCRED goals and messaging across service areas
    • Facilitate professional learning using effective adult learning strategies on a variety of topics, including due process, special education programming, section 504, and MTSS implementation
    • Facilitate department meetings in each member district building to promote ongoing professional learning and provide critical updates
    • Create resources and reference materials to enhance professional learning and/or provide guidance to member district staff
    • Facilitate or participate in assigned stakeholder meetings, work groups, and networking opportunities
  • Collaboration & Consultation
    • Provide technical assistance on legal and regulatory compliance in the areas of special education, Section 504, and MTSS
    • Collaborate with SCRED and member district staff to enhance special services programming
    • Consult with school teams regarding challenging student cases and parental disagreements
    • Facilitate conciliation meetings and coordinate alternative dispute resolution opportunities with the Minnesota Department of Education
    • Provide leadership to the Chisago or Pine County Interagency Collaborative at the committee level
  • Administrative Processes
    • Manage the Local Collaborative Time Study (LCTS) procedures for Chisago or Pine County Interagency Collaborative 
    • Assist in the implementation of procedures related to child find and child count under the direction of the Director of Special Education
    • Facilitate the data collection for the Special Education Data Reporting Application (SEDRA) for assigned SCRED districts
    • Provide leadership in the completion of the special education compliance monitoring processes for both SCRED and Minnesota Department of Education (MDE) under the direction of the Director of Special Education
    • Respond to complaints and due process hearing requests filed with MDE in collaboration with Director of Special Education 
    • Request out of field permissions, discretionary variances, and tiered licenses for staff when necessary with the Professional Educator Licensing and Standards Board (PELSB)
    • Facilitate the completion of the Alternative Delivery of Specialized Instruction Services (ADSIS) application and data reporting requirements
    • Formulate recommendations regarding special services staffing, supplies/equipment, transportation, outside evaluations, etc. for district(s) of assignment and SCRED programs
    • Assist member district administrators with special services staffing (e.g., allocations, hiring, onboarding)
    • Oversee the special education procurement process in district(s) of assignment
  • System-Level Coordination
    • Develop, direct, and provide ongoing leadership, coordination, and oversight of special services programming within district(s) of assignment
    • Oversee SCRED student programs located in district(s) of assignment in collaboration with Director of Special Education and assigned host-district administrator 
    • Support the implementation of MTSS within district(s) of assignment to meet the needs of all students
    • Ensure the implementation of Extended School Year (ESY) programs in collaboration with principals and Director of Special Education
    • Participate in district administrative team meetings, as requested
    • Assist with evaluating special services programming and student outcomes as part of a continuous improvement process
  • Business Functions
    • Recruit, select, supervise, and evaluate the performance of designated education district positions
    • Assist in the development and implementation of the education district’s strategic action plan
    • Communicate effectively with a variety of stakeholders including board members, administrators, teachers, paraprofessional, students, parents, community members, and other educational partners
    • Develop and revise special education guidelines and administrative procedures and policies in collaboration with Director of Special Education and/or Executive Director
  • Other Duties
    • Performs other duties as assigned

Education & Training:

  • Minimum: Bachelor’s Degree in Special Education or Related Field
  • Preferred: Masters, Education Specialist or Doctorate in Special Education or Related Field
     

Work Experience: 

  • Minimum: Two to five years in a special education teaching or related services position.
  • Preferred: One to three years in an administrative position
     

Licensure/Certification:

  • Minimum: MN Teaching Licensure in Special Education or ability to obtain licensure and MN Director of Special Education or K-12 Principal Licensure

Physical Demands

  • Travel within and occasionally outside of the SCRED member districts
  • Frequent computer use including long periods without movement
  • Ability to lift 30 pounds to carry materials between districts on occasion
  • The use of physical restraint with students demonstrating behaviors that constitute an emergency
