Summary:
The Transportation Logistics Manager is responsible for routing, scheduling, planning, analysis, organization, and execution of the district’s student transportation system to ensure safe and efficient transportation is provided for all students.

Required Qualifications:

  • Bachelor’s degree in a job related area or an equivalent combination of education, training, and experience may be accepted
  • Two years experience in school bus route development, implementation, and coordination; or three years experience involving dispatching, scheduling, and coordination of school buses in a fleet operation; or similarly related education and work experience.
  • Two years of supervisory experience, including managing recruitment, hiring, discipline, and performance

Preferred Qualifications:

  • Previous school bus driving experience

Responsibilities:

  • Manage and coordinate the transportation of students to ensure the District is in compliance with Federal, State, Local regulations and District Policies and Procedures.

  • Develops and maintains routes transporting eligible public, non-public, charter, homeless, care and treatment, and related activities of students both in and outside of the district along with those who require special requirements and are part of the district’s Early Childhood programs as well as other specialty program sites. 

  • Responsible for maintaining the optimum capabilities of the computerized routing system; including but not limited to maintaining the overall map layer, routing parameters, safe bus stop locations, student pick-up and drop-off zones, street speeds and other restrictions and parcel or address-ranging data.

  • Responsible for data management and record keeping  in order to submit the annual transportation report along with records related to route operations, student safety, and special transportation.

  • Responsible for the assignment of students to bus stops, determines proper stop sequencing, determines the number of routes needed for each site/program, and establishes routes and route combinations for safest and most efficient use of all vehicles.

  • Revises routes and route combinations based on submitted student data changes while continuously monitoring route sequencing for optimum on-time performance, safety, and efficiency.

  • Maintains schedule variations in route service based on program calendars.

  • Supervises routes servicing specific schools, responds to route timing issues, stop locations, bus stop change request forms and assists dispatch with day to day operations.

  • Supervises and monitors daily work direction, conduct, and performance of district dispatchers and mechanics.

  • Oversees the assignment of routes to drivers, monitors, and contractors based upon contractual obligations.

  • Monitors performance of contractors and their compliance of school district policies and guidelines.

  • Oversees the assignment of fleet vehicles to drivers and supervises the district’s fleet management program.

  • Oversees the training programs for dispatchers and mechanics; coordinates the training required for contracted transportation services.

  • Monitors work assignments, tracking attendance and punctuality of assigned employees, and approves/denies routine time off.

  • Analyze, monitor and approve payroll records weekly.

  • Responds to calls from parents, school administrators, and the general public in a respectful and responsive manner, and explains applicable laws and rules to attempt to resolve specific problems whenever possible.

  • Conducts reviews for employees to determine progress, areas of improvement and field general questions they have.

  • Instructs employees in departmental policy and procedures, provides guidance on how to respond to unusual and/or difficult situations; provides feedback to employees to correct inappropriate actions and takes disciplinary action as required.

  • Supervises the drug and alcohol testing program as required by federal regulations.

  • Coordinates with school administrators regarding student discipline related problems on contracted vendor routes.

  • Work with the Transportation Safety Coordinator, school administrators, and designated staff on safety related problems.

  • Coordinate with designated staff, supervisor, drivers, and monitors in student management, investigate problems of student discipline, property damage, complaints, and overloads; and implement solutions

  • Conducts fact-finding interviews and investigations in cooperation with school staff regarding parent, student and/or contractor concerns, and takes action to correct the problem with contractors as necessary.

  • Recruit, hire, evaluate, promote, coach, discipline and terminate staff as required.

  • Assists in the ongoing evaluation of the Transportation Department and participates in continuous improvement initiatives.

  • Represent the district Transportation Department at various meetings and seminars as directed by the department supervisor.

  • Field concerns/questions from staff and the public relative to routing as well as any questions related to the department’s technological applications

  • Maintain active membership(s) in relevant professional organization(s).

  • Other duties as assigned.
