General Statement of Duties

Under direction, performs technical and project management professional work in the investigation, development, design, testing, and operation of mechanical equipment in building construction and operation for conformity to applicable building codes, good practice, and safety; performs technical analysis, and related work as assigned.

Reporting Relationship

Report to a department manager or unit supervisor.

Minimum Qualifications

Bachelor’s degree in mechanical engineering and six years of professional engineering experience, at least two years of which must have been as a licensed Mechanical Engineer. Must be a registered professional mechanical engineer in the State of Minnesota.  (No substitution for education.)

Preferred Qualifications

Graduate Degree in mechanical engineering.

Leadership in Energy and Environmental Design (LEED) Accredited Professional.

Responsibilities

The essential functions include, but are not limited to, the following fundamental duties:

Advise in the establishment and updating of design standards for the District and the development of the preliminary conceptual designs, budgets, and time estimates for assigned projects as they pertain to heating, ventilating, air conditioning, plumbing, controls, and electrical equipment in buildings, structures, and related items.

Identify events that could alter the scope, budget, and schedule of projects and develop contingency plans for meeting objectives. Analyze, compare, and evaluate various courses of action and make independent decisions under the general direction of the department manager on matters of significance within the scope of position responsibilities.

Participate as a team member in the planning and programming phase of project plans

Examine plans and specifications for school district buildings prepared by external  consultants and contractors and propose changes as required to comply with District standards or industry best practices; ensure standards are met.

Manage the construction of district buildings and monitor project quality control and conformance to project objectives.

Participate in or lead Facility Condition Assessments.

Participate in the financial oversite for the projects assigned.

Participate in supporting and updating  the District¿s long range capital plan.

Interface with, and use, accounting, procurement, and project management software.

Communicate orally and in writing with peers, building staff, administration, parents and community members related to project design and construction.

Contribute to the District¿s strategic plan efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.

Knowledge, Skills and Abilities

Considerable knowledge of mechanical and energy codes and other applicable standards and regulations.

Considerable knowledge of strategic planning; conceptual management / organization.

Considerable detail and process organization skills.

Considerable ability to gather data and report to the team and management.

Knowledge of the materials, method and techniques used in infrastructure projects for school system buildings.

Considerable skill in data management, recordkeeping, research, analysis, and reporting.

Considerable ability to communicate effectively, both orally and in writing.

Considerable ability to coordinate multiple activities simultaneously.

Experience/success managing scope, schedule, and budget for mid- to large- complex mechanical construction projects.

Considerable knowledge and experience with building automation systems, commissioning, and the Testing, Adjusting, and Balancing process.

Pay, Benefits & Work Schedule

This is a 12-month position working 40 hours per week.

Salary and benefits are in accordance with the PEA negotiated labor agreement. The labor agreement and salary schedule can be found at Labor Agreements – Saint Paul Public Schools (spps.org). The minimum rate of pay for this position is $74,508 annually.
