Performs intermediate professional work providing assistance, support, resources, participation and involvement in educational support activities including serving as liaison between special education staff and administration in due process activities, advising and informing the director of relevant parental, staff or student issues, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Special Services.

Position is 228 days per year.

Essential Functions
Leads District’s continuous improvement processes by attending meetings with other District personnel, department chairs and providing administrative information to assist committees; improves decision making in the formation of program operations and improvements for special education.
Participates in the due process proceedings of students when indicated, not limited to; monitors classroom interventions, evaluations, Individualized Education Program (IEP), and progress reporting, provided services, file documentation, and exit procedures.
Monitors and assesses the strengths, weaknesses and needs of special education programs, services, and operations; provides the director with feedback and recommendations.
Serves as a resource and support to instructional personnel and families regarding due process laws, procedures, feedback, or instructional ideas.
Informs and advises the director regarding the overall programs and projects in special education with specific concerns or issues that require the director’s involvement or attention.
Serves as a resource and support to the District’s administration, staff, students, and families in the areas of special education.
Leads district-wide testing initiatives in the area of special education; analyzes student data; advises and makes recommendations to the Director of Special Services.
Facilitates out-of-district placements, providing directional and support to parents, students, and staff.
Facilitates student assessment teams.
Identifies and writes grants; seeks other fiscal resources individually or in cooperation with other departments in order to support student and staff needs.
Manages due process platform or other systems including but not limited to SPED Forms and Permission Click. 
Provides professional development for special education staff.
Participates and serves on various District committees and professional organizations including but not limited to Special Education Advisory Council (SEAC).
Supervises the implementation of the K-12+ special education curriculum and assessments; supports licensed teachers with instructional implementation, coaching and professional development.
Attends and participates in professional organizations, seminars, conferences, and training sessions.
Serves on various district committees.
Communicates with teams to plan for ESY programming, staffing, staff support, and due process.
Resource and support to members of the Student Support Team.
Reviews special education paperwork for students enrolling in the District, makes placement decisions with the Director, and communicates information to the school teams. 
Serves as Local Education Agency Representative at IEP meetings and acts as liaison between Immaculate Conception School staff and families and the District regarding the special education process
Serves as Local Education Agency Representative at IEP meetings.
Other duties as assigned. Including but not limited to: attending meetings in the Director’s absence

Knowledge, Skills and Abilities
Thorough skill creating and maintaining reports and statistics of student services; comprehensive knowledge of state and federal rules and regulations pertaining to special education; comprehensive knowledge of individualized education plans.
Thorough skill creating and maintaining standardized reports; thorough skill operating standard office equipment and applicable hardware and software.
Ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to write grants; ability to establish and maintain effective working relationships with students, parents, and the general public.
Education and Experience
Master’s degree in special education, administration, or related field and considerable experience, or equivalent combination of education and experience.
Director of Special Education license preferred 
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, frequently requires sitting and occasionally requires standing, walking, using hands to finger, handle or feel and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
 
Special Requirements
Minnesota Department of Education license in Special Education, Tier 3 or 4.
Experience working in a multicultural setting and with diverse groups of individuals preferred.
Alternatives to the qualifications as the Superintendent may find appropriate and acceptable will also be considered.
Valid driver’s license in the State of Minnesota.
