Description
Performs skilled clerical and typing work of a complex nature requiring the exercise of independent judgment, serves as an interpreter; and performs related duties as required.
Supervision Received
Works under the general technical and administrative supervision of a clerical supervisor or a unit, division or department head.
Supervision Exercised
May exercise within a unit, division or department immediate or close technical or administrative supervision directly over lower-level clerical workers.
Minimum Qualifications
High school diploma or GED certificate and four years of clerical experience. Must be able to read, write and speak fluent English and at least one of the following languages: Hmong, Karen, Spanish or Somali.

- Considerable knowledge of modern office procedures, practices and policies.
- Considerable knowledge of the policies, procedures and services of the organization.
- Considerable knowledge of grammar, spelling and punctuation.
- Considerable skill in typing with speed and accuracy.

Responsibilities

- Able to use bilingual or multilingual language skills effectively to serve students, parent and the community as required.
- Directs the independent function of phase of an operation including supervision of assigned clerical staff, preparation of correspondence and decision making in accordance with well established policies, rules or laws.
- Types complex, technical or involved materials that require independent judgment and the ability to rearrange, expand, segregate or tabulate.
- Copies legal documents or fills out legal forms without supervision.
- Opens, sorts and reads incoming correspondence; answers routine and nonroutine letters as authorized by supervisor; proofreads and signs outgoing letters which do not require attention of supervisor.
- Receives individuals and answers telephones, searches files and supplies information; determines nature of business, answers questions or directs individuals to others where a thorough knowledge of the operation is required.
- Processes routine complaints and inquiries by explanation of office procedure, record review for accuracy, correction of records or referral to higher authority.
- Distributes costs, expenses or materials to proper accounting codes; compiles and distributes reports reflecting labor costs, material expenses or inventory information from separate sources.
- Issues licenses and permits and collects monies.
- Compiles and maintains complete personnel records.
- Assigns, organizes, supervises and reviews the work of subordinate clerical workers.
- Prepares, audits and maintains payroll records and other time related records.
Pay, Benefits & Work Schedule
This is a 12 month position working 40 hours per week.
Salary and benefits are in accordance with the AFSCME negotiated labor agreement. The labor agreement and salary schedule can be found at https://www.spps.org/Page/33566. The minimum rate of pay for this position is $19.96 per hour.

Transcript – Unofficial transcripts are accepted at the time of hire. You must submit official transcripts within 30 days of your start date. Formal credential evaluation is required for post-secondary education completed outside of the United States.

Examination
A Civil Service test will be admistered to create an open entrance eligible list of candidates for this classified civil service position. You will be notified by email of the exam. Once a list is created it will be used for all Clerk Typist 3 – Bilingial positions that may occur for up to 1 year from the date of the exam or unitl the eligible list has been exhausted.Â
This test is available for all qualified candidates.Â
Weight: 100% practical examinations
A passing score of at least 75% is required on the exam. You will be notified of the results of the exam via email two weeks afer the deadline. Candidates who pass the written exam will then be invited in for the language assessment,
Language Assessment
A rating of 75% or higher on each portion is required to pass the language assessment. Candidates will be notified by mail of their assessment results. Assessments with a passing rating are valid for one year. Assessments are offered without an appointment, Monday to Friday between the hours of 8:00 am and 2:00 pm, at the Human Resource Department, 360 Colborne Street, St. Paul, MNÂ 55102. Picture identification must be presented at the time of the assessment.
