COMMUNITY EDUCATION SUMMER LEARNING PROGRAMS CDF FREEDOM SCHOOLS SITE ASSESSMENT COORDINATOR 2025

 

General Information

Applications are now being accepted from qualified staff for the position of Site Assessment Coordinator in the Community Education CDF Freedom Schools¿ Six-Week Summer Program serving students in grades K-8. All interested applicants must complete the online application. Applicants that meet the application deadline may be given first consideration.

The CDF Freedom Schools® program is an educational and cultural enrichment program. The program provides summer options for children and strengthens parent and community involvement in the year-round achievement of children. The program serves children in current grades K-8 for 6 weeks and integrates reading, conflict resolution, and social action in an activity-based curriculum to promote social, cultural, and historical awareness.

 

Founded in 1995 by the Children’s Defense Fund’s Black Community Crusade for Children® (BCCC) initiative and currently coordinated nationally by the Children’s Defense Fund (CDF) in partnership with well-established and effective local and regional child-serving organizations, the CDF Freedom Schools program is a direct service initiative. CDF’s Leave No Child Behind® mission is to ensure every child has a Healthy Start, a Head Start, a Fair Start, a Safe Start and a Moral Start in life and successful passage to adulthood with the help of caring families and communities.

 

In 2025, CDF Freedom Schools will measure children¿s reading achievement by administering pre- and post-tests of the Basic Reading Inventory (11th edition), an individually administered test. This reading achievement assessment enables Saint Paul Public Schools District to better serve, support, and promote the educational aspirations of our CDF Freedom Schools program scholars. Mandatory Virtual Training and Materials will be provided directly from the CDF Freedom Schools National Director of Evaluation and Assessment before the program starts. 

 SPPS has participated in the CDF Freedom Schools National Assessment, since 2016, which was combined with evaluative surveys to measure the following performance outcomes:

  • ChildrenĂ‚Âżs reading levels are measured by the latest edition of the Basic Reading Inventory (BRI), which is an individually administered reading exam that uses diagnostic tools like reading comprehension to help teachers determine the reading proficiency level of their students.
  • ChildrenĂ‚Âżs attitudes towards reading and education, and non-cognitive skills.
  • ParentsĂ‚Âż perception of positive changes in their child and themselves.
  • Servant Leader Intern (SLI)Ă‚Âżs thoughts about leadership and educational opportunities for children.
  • Site Visit Evaluation and Youth Program Quality Assessment for assuring the SPPS CDF Freedom Schools high quality program implementation of site management, environment, IRC instruction, positive youth outcomes, and stakeholdersĂ‚Âż overall satisfaction of programming.

Reporting Relationship

Report to CDF FS Executive Director, SLP Administrator, and Site Coordinator

 

Qualifications 

  • AS, AAS, or BachelorĂ‚Âżs degree, preferably in education, specialty topics, community or parent education, child development, social services or a related field  
  • Experience in youth and family programs, including work with diverse populations and community involvement.
  • Preferred: Experience as a CDF Freedom Schools Site Assessment Coordinator or Proctor
  • Preferred: Graduate students majoring in education/psychology; current/retired teachers and counselors/social workers

 

Knowledge, Skills, & Abilities

  • Excellent organizational, planning and coordination skills.
  • Excellent communication skills, both written and oral.
  • Ability to work effectively and cooperatively with students, parents, school staff and administration.
  • Responsible work and attendance ethic. 

 

Responsibilities

  • Supervise the Data Collection, Outcomes Evaluation, and Model Fidelity Standards work in conjunction with the Executive Director to implement the 2025 ChildrenĂ‚Âżs Defense Fund Freedom Schools® National Assessment. This reading achievement assessment enables Saint Paul Public Schools District (SPPS) to better serve, support, and promote the educational aspirations of our CDF Freedom Schools program scholars.
  • Be available for CDF Freedom School mandatory on-line training, and for both pre- and post-testing periods.
  • Before Testing:
    • Orientation with CDF Freedom Schools Assistants to the Site Coordinator, Site Coordinator, and Executive Director
    • Meeting with all staff  (during set-up days, 9:00am-12:00pm at Rondo Education Center
    • Attend mandatory CDF Freedom Schools National Assessment Training, Basic Reading Inventory (BRI), and Proctoring Training (scheduled during national training June 4-7, 2025 at the Rondo Education Center.) Register through CDF Freedom Schools Virtual Platform provided.
    • Select testing sample, testing rooms, and testing schedules of pre-test and post-test
    • Administer BRI 15 scholars per test day.
  • Administer Pre-Test during first week of CDF Freedom Schools at assigned school site (Tuesday-Thursday, June 25-27, 2025  during Integrated Reading Curriculum  
    • Distribute and collect child surveys (grade 3 and above)
    • Facilitate a short debriefing meeting at the end of each testing day with the Executive Director, Site Coordinator, or selected Licensed Teachers.
    • Submit completed test answer sheets and child survey forms to the National CDF office in accordance with instructions, immediately after the last day of pre-testing with CDF contract form and confidentiality agreement form. Keep the shipping receipt and tracking number
  • Administer Post-Test during last week of CDF Freedom Schools at assigned school site (Monday-Wednesday, July 29-31, 2025)
    • Follow the same procedures as during pre-test. Work with Clerks and Site Coordinators to ensure that children who took the pre-test complete the post-test.
    • Distribute and collect child surveys (grade 3 and above), parent survey, and Servant Leader Intern (SLI) surveys.
    • Submit completed test answer sheets, child survey, parent survey, and SLI survey to the National CDF office no later than one day after the last day of the post-test. Keep shipping receipt and tracking number.
    • Return test materials to National CDF Freedom Schools.
    • Complete tasks to the satisfaction of the CDF National Office
  • Attends debrief session with CDF Freedom Schools Executive Director, and Site Coordinator.
  • Follow management of the CDF Freedom Schools Executive Director, and Site Coordinator to ensure the fidelity of the national CDF FS Licensing Agreement.
  • Other duties as assigned by CDF Freedom Schools Executive Director and Site Coordinator

Conditions of Employment

  • Employment offer is for the current CDF Freedom Schools session only.  
  • CDF Freedom Schools Site Assessment Coordinator must work and be on site during the entire appointed CDF Freedom Schools assessment sessions. 
  • Employment during CDF Freedom Schools is not an extension of the SPPS school year contract.
  • If hired CDF Freedom Schools staff need to be reduced prior to or at the onset of program start, date of application will be a deciding factor.

 

Compensation and Hours

The following conditions apply to this position:

  • is compensated at their current hourly rate of pay per the labor agreement. External candidates will be hired at an hourly rate of $25.00. 
  • CDF Freedom Schools Site Assessment Coordinator will work a total of 36 hours. Any time above a total of 36 hours must be pre-approved by the Community Ed Supervisor and Executive Director.
  • CDF Freedom Schools Employees are paid biweekly.

Inclement Weather or Other Cancellations

Summer Learning Programs staff are paid only for hours worked on days the program is in session.

Criminal Background Investigation – Criminal Background investigation will be completed as a condition of hire for all new employees and for former employees who have not been employed by the District for more than six months.
