Description
The Business Systems Support Manager¿s purpose is to establish vision, set expectations and provide clear direction and support to ensure the business systems operational, procedural, and regulatory requirements are satisfied. To provide direct supervision and management of IT staff; to work closely with stakeholders and vendors to understand the business goals and objectives; and to support and engage in implementing functional and technical solutions.Â

- Provides direction and supervision to the technical team; functions as advisor to professional staffÂ

This is a 12 month position working 40 hours per week.
Salary and benefits are in accordance with the St. Paul Supervisors Organization (SPSO) negotiated labor agreement. The labor agreement and salary schedule can be found at https://www.spps.org/Page/33566. The minimum rate of pay for this position is $112,947 annually.

Leadership
- Experience and understanding of Enterprise Resource Planning systems (or large business system) and related workflows; including functional and technical expertise relevant to HR, Finance, data management and systems integration.
- Lead a strong-identity team, setting clear expectations, ensuring accountability and driving results by utilization of diverse skills and perspectives; keeping the Team vision and goals aligned with District and department needs; empowering the Team to work independently to achieve results; and promoting growth and development of individual team member skills and talents.
- Provide management and strategic direction for the Team, ensuring availability of tools and training needed to support success.
Business and Systems Management
- Balances skills and expertise apportioned among acting roles of manager, leader, project manager and individual contributor
- Writes request for proposals; negotiates and maintains licensing and support agreements with software vendors; works with internal Purchasing staff regarding contracts for external consulting services.
- Managing the life cycle of the ERP and business systems, from:
- Planning and analysis to development, testing, deployment and support
- Planning for system maintenance and downtime, monitoring of system availability, preparing for disaster recovery, maintaining system security, and
- Ensuring adherence to system policies such as, but not limited to, data access security, change management, and user functionality access.
- Ability to assess needs, evaluate and develop solutions, successfully navigate challenges, and use good judgement while making timely decisions that keep the system and organization moving forward.Â
- Manage Resource Budgets and Schedules
- Applicable towards prioritizing and managing projects, financially and temporally budgeting and allocating resources, continuous end-user and system support, and adapting to dynamic District conditions.
Manage Business Office Relationships
- Supports systems training for staff and provisioning of documentation for workflows and technical procedures; trains staff as needed and/or ensures staff has access to training.
- Build and maintain working relationships, and act as liaison between functional staff and technical Team; serve as systems-related functional and technical advisor to staff.
- Keeps supervisor and functional department managers apprised of issues and status of team projects.
- Serve as a member of the Technology Steering Committee. Work with Chief and Director-level stakeholders to decide and prioritize order of business and provide operational general counsel.
- Confer with key stakeholders, functional managers and staff to determine district and department-level goals and objectives; to harmoniously troubleshoot issues in real-time; and clearly convey system strategies and solutions to various levels of stakeholders.

Knowledge, Skills and Abilities:Â
- Excellent communication, interpersonal and customer service skills.
- Experience managing and coordinating multiple concurrent projects and tasks, including setting priorities, managing scope, and meeting deadlines.
- Strong technical analysis, trouble-shooting and problem-solving skills; high-level attention to accuracy and detail.
- Strong leadership skills with knowledge of supervisory practices, and a team player who can work effectively with Team and district staff.
- Technical writing skills and willingness to adequately capture and document details of system activity.
- Organizational skills; ability to plan, coordinate, delegate and supervise daily duties of staff.
- Bachelor¿s Degree in Computer Science, Management Information System or a closely related field.Â
- Seven (7) years of experience in supporting ERP (preferably PeopleSoft) or other large-scale Information System, or an equivalent combination of education, training, and/or experience.

Preferred Qualifications
- Financial, accounting, and/or HR related knowledge and/or experience.
- Technical knowledge and/or experience, including: SQL query and relational databases, database platform administration, cloud-hosted environment administration, data integrations, report creation, and programming.
  Special Qualifications
- Minnesota Driver¿s License may be required.
- Other knowledge, skills, abilities, and credentials required for a specific position.
Physical/Mental Demands
- The work is sedentary to light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas and have close visual acuity. Additionally, the following physical abilities are required:
- Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.Â
