The Security & Emergency Management School Support Liaison provides school based services in support of students and staff. Additionally engages in school, site, and district level proactive security and emergency management initiatives and programs that provide for a safe and welcome learning environments for students. Most importantly, this position has a positive, supportive, and encouraging relationship with students, parents, and community members.

Supervision Received

Reports to a Security and Emergency Management Assistant Manager.

Minimum Qualifications

  • Associates degree in topics related to the responsibilities of this position or two years of emergency management, hospital, 911 dispatch or other related work experience.
  • Must not be registered as a sex offender or predatory offender in any state. Must also not be registered as a Level Two Predatory Offender as listed by the Saint Paul Police Department.
  • Must not be convicted of assaults of any kind in any degree, sexual assault of any kind in any degree, stalking, violations of orders for protection or no contact order, having to surrender firearms under direction of any court, or having violated any federal law.
  • Must successfully complete the district mandatory training prior to entering the field based on, but not limited to supervisor recommendation.   
  • Ability to walk, run, climb, crawl or sit for extended periods of time. Work in inclement weather. Incumbent may spend extended periods of time patrolling and assisting in the investigation of crimes on District property. Incumbent may be required to physically restrain parties involved in a conflict. In extreme cases, incumbent may be exposed to violent and/or armed confrontations. Physical fitness tests are required yearly at district discretion. This position may involve exposure to blood or body fluids.
  • Regular attendance is required for this position.

Preferred

Experience working with mental health awareness.

Experience working with youth agency, K-12 educational setting, and/or students with disabilities

Valid driver’s license and a good driving record with no more than three (3) moving violations in the previous 10 years and with no suspensions or revocations within the two-year period prior to the date of the appointment (suspensions for parking related offenses excluded).

Conviction of driving while under the influence or driving while impaired is disqualifying. 

Examination

A civil service test will be administered to create an eligible list of candidates for this classified civil service position. Once created, the list will be used for other Security & Emergency Coordinator vacancies that may occur for one year.

The test will be administered after the job posting closes and all applications are screened. you will be notified by Human Resources of the test date and schedule by email.

EXAMINATION: This test is available for open entrance candidates.

Responsibilities

The essential functions include, but are not limited to, the following fundamental duties. The ability to perform the duties in various environmental conditions.

  • Provide direct service to schools and students by engaging in proactive security and emergency management initiatives to help create and sustain positive school culture. 
  • Understand relationships are central to the work and are built on collaboration with staff, students, families and community members.
  • All patrol duties provide a general security presence at schools and district related functions, including foot patrols, checking gathering areas, stairwells, closets, storage areas, maintenance areas, classrooms, offices, halls, playgrounds and activity fields, parking lots, landscape, walkways, doors, windows.
  • Able to escort students, staff, parents and or community members in a respectful and safe manner.
  • Create and sustain positive school culture and climate through training in Restorative Practices, Positive Behavior Intervention and Supports (PBIS) and Social-Emotional Learning.
  • Work closely with building administrators, counselors, social workers, teachers and other support staff to reinforce supports and directives provided to our students through consistency and understanding.
  • Through Non-Violent Crisis Intervention, be able to understand and communicate with students and staff members during crisis situations.  Techniques may include using verbal de-escalation and safe physical intervention. 
  • Conduct post-intervention meetings or ¿fix-it¿s¿ with students to rebuild or restore relationships and reinforce communication, expectations and safe behavior
  • Through racial equity and diversity training, understand how verbal and non-verbal interactions can affect the behavior of others; how unconscious and implicit biases can affect interactions; and how to conduct more effective and conscious conversations.
  • Able to work various hours and work schedule and/or overtime including evenings, weekends and athletic events as assigned.
  • Operate and review site and district cameras, two-way radio communications, and other related safety and security equipment.
  • Perform assessments in the areas of student threat assessments, physical security, and access management.
  • Respond to any alarms or calls for service as dispatched by the Emergency Communications Center or school administrators. Respond to incidents that impact the learning environment, any calls requiring personnel support including verbal de-escalation or physical intervention.
  • Investigate as appropriate, interview, collect evidence and statements, review security records, prepare reports, follow up on previous incidents as needed and maintain constant communication with the Emergency Communications Center.
  • Act as a resource for various School Safety Teams and assist with school safety drills, and support school staff in providing positive school and district culture.
  • Maintain reports of daily activities, incident reports, use of physical intervention and restrictive procedures, complaints and statements.
  • Assists in planning, coordinating, implementing, and monitoring special events, projects or programs.
  • Must collaborate and communicate with building administrators on a daily basis to maintain a high level of situational awareness.
  • Able to foster, promote and understand site¿s mission and its vision and be a team player.
  • Perform other related duties as assigned.

Knowledge, Skills and Abilities

  • Working knowledge of most facets of security and emergency management including threats, threat assessments, and security assessments.
  • Ability to relate and work effectively, develop positive relationships with diverse cultural, economic and ethnic backgrounds
  • Working knowledge of Incident Command System (ICS) and National Incident Management System (NIMS). Completion of ICS 100-300 and 700 as assigned.
  • Demonstrated by past work experience the ability to work both in a team and independently, ability to manage high-stress situations, ability to make sound decisions in the absence of supervision, and ability to accept and prioritize multiple competing demands on time. 
  • Working knowledge of security technology including, video surveillance, access management, radio communication and security alarm systems.
  • Strong interpersonal skills, and the ability to develop successful relationships with students, district staff, families, and community partners.
  • Uses varied interpersonal methodologies to appropriately handle routine issues and understands when to refer an issue or consult with appropriate personnel in or outside of SPPS.
  • Demonstrates to effectively be able to read, write, speak, understand and communicate in a courteous manner.
  • Demonstrates the ability to work with ALL students (general education students and students with disabilities) and families.
  • Ability to perform physical intervention and restrictive procedures safely to de-escalate situations.
  • Ability to investigate, document, report and brief on incidents or events.
  • Ability to assume responsibility, display initiative, and exercise good judgment in high-stress environments.  
  • Ability to handle and maintain sensitive and confidential information.
  • Ability to successfully complete any SEM recommended or required training involving threat assessment, conflict resolution, non-violent crisis intervention and any other related training.

Pay, Benefits & Work Schedule

This is a 10 month position working 40 per week.

Salary and benefits are in accordance with the AFSCME negotiated labor agreement. The labor agreement and salary schedule can be found at Labor Agreements – Saint Paul Public Schools (spps.org). The minimum rate of pay for this position is $24.65 per.
