Job Summary:Â The Business Manager works with the Superintendent and School Board to administer the business affairs of the District in such a way as to provide the best possible educational services with the financial resources available.Â
Â
Responsibilities of Position:
- Estimates revenues for all district funds, assists in establishing budget guidelines, and prepares budget documents with consideration to revenues and any priorities that have been identified by the superintendent and School Board.Â
- Maintains knowledge of Uniform Financial Accounting and Reporting Standards (UFARS) and SMART Finance accounting system.
- Recommends various levy configurations.
- Monitors the budget process, reports variances, and checks to assure adherence to budget guidelines.
- Responsible for the preparation of the monthly financial reports for the Superintendent and School Board.
- Responsible for the preparation of all annual financial reports requested by the MN Department of Education and other agencies.
- Work directly with the Accounts Payable Clerk and the Compensation/ Benefits Coordinator including coordinating work assignments, methods, procedures, and training.
- Responsible for the preparation of the payroll and other related reports such as retirement, state and federal income taxes, insurance, and other reports deemed necessary.
- Maintains a thorough knowledge of state financial aids and local taxes and prepares the annual tax levy for public review by the School Board. Â
- Works with the accounting firm designated by the Board to conduct the annual audit, including preparation of year-end calculations and adjustments.
- Works with supervisors to ensure effective and efficient food service, transportation, and buildings and grounds maintenance programs.
- Responsible for the development and monitoring of the utilization of all internal accounting procedures including expense vouchers, accounts payable, extracurricular fund accounts, imprest funds, and other internal procedures.
- Works with the Superintendent to maintain effective district community relations with a special focus on interpreting the financial affairs and concerns of the District to the community, superintendent, and School Board.
- Administers the insurance programs including the determination of eligibility, solicitation and review of bids, and recommendation of carriers to the School Board. Develops and monitors the District’s risk insurance program. Files claims as necessary.
- Recommends and implements appropriate systems for purchasing and collection of products and service bids.
- To develop and administer financial office procedures for bidding and quotation, inventory and fixed assets, requisition and purchase orders, receipt and distribution of goods, and authorization of payment.
- Prepares internal reports to be used by district administrators and the School Board.
- Projects enrollments to be used in planning future staff levels and budgets and works with building principals and other administrators to establish staffing levels on an annual basis.
- Completes and updates financial projects as they relate to cost implications of the budget and for staffing levels.
- Furnishes financial information to the superintendent and School Board as requested, including data for negotiations.
- Monitors grants and prepares and submits all required financial reports.
- Oversees MARSS reporting, including training for appropriate personnel and editing information on the students system as necessary.
- Ensures bank accounts are reconciled on a timely basis, maintaining segregation of duties as required.
- Prepares cash flow calculations and sets up all district investments.
- Determines the need for district cash borrowing programs, recommends such to the School Board, and implements the programs after approval.
- Oversees billings to other school districts or entities for shared programs.
- Attends school board meetings as requested by superintendent and School Board.
